The Oxford City Council Partners With Language Services Associates to Make Local Government Services More Culturally and Linguistically Accessible
New Partnership Includes Telephonic Interpretation Support for all Enquiries Related to Council Services

Redditch, England (April 29, 2013)Oxford City Council announces a new partnership with Language Services Associates (LSA) to improve the provision of language services for its linguistically diverse community.  Through this new partnership, Limited English Proficient (LEP) residents of Oxford will have greater access to on-demand interpretation support in more than 200 languages for all enquiries related to Council services, including housing services, community safety and tourism.

“We were keen to engage with a language provider who would aim for excellence in terms of responsiveness in user information / tools and also management reporting and data regarding the use of the service,” said a Council spokesperson.  “After taking references from a prominent London Local Authority, where LSA currently provides telephone interpreting services, together, with a competitive quote, we felt that working in partnership with LSA would lead to real opportunities to deliver a great language service to the citizens of Oxford.”

According to 2011 Census data, international migration has been the key driving factor in the city of Oxford’s population growth, resulting in an increase in ethnic and linguistic diversity and, thus, the number of LEP residents relying on the Council for culturally and linguistically accessible services.  Out of Oxford’s total population of 151,900, 28% were born outside of the UK (compared to 19% in 2001), with the most common non-UK countries of birth being Poland, the United States, India, Germany and Pakistan.

Via LSA’s premier INTERPRETALK® Interpreting by Telephone service, Council Customer Services Officers will be able to access a qualified telephonic Interpreter within seconds when faced with a language barrier.  These new and improved interpretation services are currently available for the LEP residents of Oxford when making any enquiry through the Contact Centre and / or visiting the St Aldate’s Customer Service Centre for in-person Council services support.

“The Council is extremely progressive in its aim to create greater accessibility to public services, and their drive to be efficient in doing so will always present a challenge to any specialist partner,” commented LSA’s European Commercial Director, Jon Potter.  “Particularly pleasing was the natural synergy between the way the Council wanted to move forward, and the methods LSA routinely employs to support Authorities in exactly this way.  The benefits have already begun to emerge, and we’re looking forward towards facilitating greater ‘equality’ in a city that represents such heritage.”

Mauricio Vicente of Language Services Associates is Named SearchCIO-Midmarket.com IT Leader of the Year

Horsham, Pa. (May 1, 2012)Language Services Associates (LSA), a global language services provider offering a full suite of translation, localization and interpretation solutions, is proud to announce that its CIO, Mauricio Vicente, has been named the 2012 IT Leader of the Year by SearchCIO-Midmarket.com as part of its annual IT Leadership Awards Program.  Vicente beat out an impressive 500 nominees for the coveted “IT Leader of the Year” title.

“I am truly honored and humbled by this recognition,” said Vicente.  “This award inspires me even more to keep doing what I do every day: find new and creative ways to leverage technology and innovation to help people communicate across language barriers.  I would like to congratulate all of the award winners on their well-deserved achievements.”

Vicente is being honored in the areas of cultural innovation, technological advancement and business harmonization, and for leveraging existing technology to deliver value, achieve goals and resolve challenges with the development and deployment of LSA’s new Video Remote Interpreting (VRI) platform for on demand American Sign Language and foreign language support.  Thanks to Vicente’s vision for transformation, commitment to service excellence and passion for product development, LSA’s VRI clients are now benefiting from a better overall service experience, in terms of technology, price and customer care.

“While the SearchCIO-Midmarket IT Leadership Awards finalist pool had many very impressive candidates, Vicente dominated throughout the awards,” said Wendy Schuchart, SearchCIO-Midmarket.com Site Editor.  “Not only did he score very highly in several of the categories, but his overall cumulative score was the highest of all 40 semi-finalists.”

“Vicente recognized a need and also recognized that he could meet this need through a creative combination of existing technologies,” said Niel Nickolaisen, a SearchCIO-Midmarket.com IT Leadership Award judge.  “Sometimes we IT types assume the only way to solve a problem is by developing something new and unique – which increases risks and costs. Vicente recognized that he would optimize value if he brought together what already existed. In addition, he was clearly aligned to the needs of his customers and delivered something that worked and worked extremely well.”

Language Services Associates Announces Two Major Legal Victories
These Decisions Further Validate the Company’s Independent Contractor Business Model

Horsham, Pa. (May 18, 2011) Language Services Associates (LSA), a global language service provider offering a full suite of translation, localization and interpretation services, today announced that it has won two major legal victories in the Commonwealth of Pennsylvania against competitor Language Line Services (LLS).

LSA has prevailed in Language Line Services, Inc. v. Department of General Services, 991 A.2d 383 (Pa.Cmwlth. April 28, 2010) and Giurintano v. Department of General Services, — A.3d —-, 2011 WL 1566741 (Pa.Cmwlth. Apr 25, 2011).  The first case challenged LSA’s right to provide services through its use of skilled independent Contractors.  The second protected LSA’s trade secret information against a competitor who sought to obtain it under Pennsylvania’s Right-to-Know Law (RTKL).

The legal battle between LSA and LLS dates back to June 2009, when the Commonwealth of Pennsylvania, Department of General Services (DGS) awarded LSA a contract for over the phone interpretation services on the basis of LSA’s superior service and value proposition.  LLS, the predecessor Contractor, protested the award alleging, among other things, that LSA misclassifies its independent Contractor Interpreters.  The Deputy Secretary of DGS denied the LLS protest finding LSA properly classifies its Linguists as independent Contractors.  On appeal, the Commonwealth Court of Pennsylvania affirmed the decision and held that LSA properly obtained the contract and had a valid business model.  After the Commonwealth Court denied the Petition for Review, LLS sought a reargument and an appeal to the Supreme Court of Pennsylvania.  On November 17, 2010, the Pennsylvania Supreme Court denied the appeal, leading to a major victory for LSA and its business model for providing quality and cost effective services to its customers.

In the second major victory, LSA also defeated a request made by LLS’s counsel, Kandice J. Giurintano, to obtain LSA’s confidential and trade secret information under the Pennsylvania Right-to-Know Law.  After LSA obtained a contract with the Commonwealth of Pennsylvania, LLS sought to twist the RTKL so as to obtain, among other things, the agreements between LSA and all its independent Contractors and the names of all independent Contractor Linguists who have performed services for the Commonwealth.

LLS pursued this request through many levels of review, including DGS’s internal review, an appeal to the Commonwealth’s Office of Open Records (OOR) and again the Commonwealth Court.  On April 26, 2011, the Petition was denied by the Commonwealth Court of Pennsylvania.  The Court held that the identifying information of LSA’s independent Contractor Linguists was confidential commercial information that would cause substantial harm to LSA’s competitive position if disclosed, and was therefore exempt from release under the RTKL.

“These legal victories demonstrate the attacks launched against LSA by one of its competitors are baseless,” said Laura K.T. Schriver, President and CEO, LSA.  “LSA continues to grow its business and win over customers based on the exceptional service it provides.  While our competitor tries to gain an advantage through the Courts, we try to do it with superior customer service, competitive pricing and professional Linguistic quality.”

“LSA’s independent Contractor business model has been successful for our customers, Contractors, employees and the company for the past 20 years, and we believe the recent decisions made by the Deputy Secretary of DGS, the Commonwealth Court of Pennsylvania and the Supreme Court of Pennsylvania further validate this model,” said Art Seefahrt, Chief Operations Officer, LSA.  “These legal victories are a significant achievement for LSA as we continue to grow and vigorously protect the ethics and standards of the independent Contractor business model for the language services industry as a whole.  We believe that Linguists with superior credentials and experience make their services available through the independent Contractor model.  LLS’s baseless attacks on a valid business model are nothing more than an attempt to gain an unfair competitive advantage.  Unfortunately, LLS’s campaign also has the effect of besmirching the proud and honorable Linguist professionals that choose to run their small businesses as independent Contractors.”
